How It Works

The Methodology Behind the System

A thinking framework, the people who deliver it, and the 8-phase instructional process that makes it real in every classroom.

The Framework

CSTEMES™: Comprehensive STEM Education System

CSTEMES™ Thinking is the framework that guides how STEM Literacy is implemented at the district level. Built on four building blocks, it provides a coherent, research-backed approach to embedding STEM across curriculum, professional development, and infrastructure.

C

Context

Understanding the real-world context in which STEM literacy is applied — connecting learning to authentic problems, local conditions, and the lived experiences of students and communities.

A

Access

Ensuring every student has equitable access to high-quality STEM instruction — regardless of background, geography, or prior preparation. Access is the equity imperative.

C

Culture

Honoring and integrating the cultural assets students bring to learning. Culturally responsive STEM instruction recognizes that culture is a cognitive asset, not a barrier to overcome.

C

Community

Engaging the broader community as both a learning resource and a beneficiary of student work. STEM Literacy is developed in service to community, not in isolation from it.

Six-Step Implementation Process

The CSTEMES™ framework is implemented through a structured six-step process that starts with diagnosis and ends with community engagement.

1

Ascertaining

Assess where the district or school currently sits on the STEM Integration Continuum. Gather baseline data on instruction, capacity, and student outcomes.

2

Aligning

Align the CSTEMES™ implementation with existing school improvement plans, district strategic plans, and state standards — not replacing them, but operationalizing them.

3

Strategizing

Use gathered information to determine the highest needs and best starting point for execution. Develop a phased implementation strategy.

4

Student Access

Ensure students have direct access to integrated STEM instruction through the STEMbedding™ process — embedded in core subjects, not added as an elective.

5

Teacher Development

Provide sustained, job-embedded professional development through FaciliMentor™ — building teacher capacity within the workflow, not outside it.

6

Community

Involve the community as partners in STEM Literacy — through STEMxpo™ showcases, local partnerships, and connecting student learning to community needs.

The People

FaciliMentors™: PD That Lives Inside the Work

A FaciliMentor™ is the teacher of the future — moving from "sage on the stage" to "guide on the side." RAND's research is clear: effective PD must be sustained, job-embedded, and content-specific. FaciliMentor™ is designed to meet all three criteria — without pulling teachers from classrooms.

Embedded, Not Extracted

PD happens inside the workflow, not in a separate workshop. Teachers learn by doing, not by sitting.

AI-Scaffolded Coaching

FaciliMentor™ provides real-time guidance as teachers plan and deliver STEMbedding™ lessons.

Progression Pathway

From novice to expert across the STEM Integration Continuum — four levels with clear milestones.

Underqualified Teacher Support

The structured 8-phase STEMbedding™ process scaffolds instruction so teachers without STEM backgrounds can deliver quality lessons.

STEM Integration Continuum™

The diagnostic tool that assesses where school systems fall in the four levels of STEM integration — from fragmented to fully comprehensive.

Level 1: Discrete
Level 2: Integrated
Level 3: Immersive
Level 4: Comprehensive

The Methodology

STEMbedding™: 8 Phases of Integrated Instruction

STEMbedding™ is the process of embedding STEM literacy into core instruction, intervention, and enrichment — not as an add-on, but as the architecture that transforms how learning occurs. Each phase is scaffolded so any teacher can deliver it.

1

Challenge

Students question assumptions and conventions through metacognitive reflection — unlearning preconceptions, learning new perspectives, and relearning knowledge in innovative ways.

2

Explore

Students investigate the problem space through open-ended inquiry, gathering information and immersing themselves in context to understand the scope and dimensions of the challenge.

3

Discover

Students deepen understanding through systematic investigation — collecting and organizing data, identifying patterns, and uncovering insights that illuminate the challenge.

4

Analyze

Students critically examine collected information to identify relationships, causes, and effects — breaking down complex problems into manageable components using evidence-based reasoning.

5

Ideate

Divergent thinking generates multiple potential solutions. Students brainstorm, make connections across disciplines, and envision innovative approaches beyond conventional boundaries.

6

Create

Students transform ideas into tangible prototypes or actionable plans — designing, building, and refining solutions through iterative hands-on application.

7

Evaluate

Students test solutions against established criteria, gather feedback from stakeholders, and assess effectiveness through evidence-based reasoning and critical assessment.

8

Evolve

Students refine and adapt solutions based on evaluation insights, consider broader applications, and reflect on their learning journey — completing the cycle and transferring knowledge to new contexts.

Research basis: The National Academies of Sciences (2014) and NSTA research consistently show that integrated STEM instruction improves student engagement, achievement, and problem-solving skills. STEMbedding™ is our implementation of these research findings. The eight phases develop the 4Cs + 2Ps: Creativity, Critical Thinking, Communication, Collaboration, Problem-Finding, and Problem-Solving.
